Center for Territorial Government and Self-Government (hereinafter - the Center) of Moscow Region State University (hereinafter – MRSU) was established in accordance with the order of the Ministry of education of the Moscow region dated 29.03.2019 No. 1133.
The regulations on the Center were adopted at the meeting of the Academic Board of MRSU on 30.04.2019 (minute No. 9) and approved by the order of the rector of MRSU dated 07.05.2019 No. 1223.
The purpose of the Center's activity is to provide research work in the field of legal regulation of territorial administration and self-government issues.
The center is directly subordinated to the rector of MRSU and reports to the Permanent representative of the Governor of the Moscow region in the Moscow regional Duma. The Center is managed by a Director appointed by the order of the rector of MRSU.
The main tasks of the Center are:
I. Scientific and practical research of current issues of territorial administration and self-government.
II. Preparation of proposals for improving the regulatory framework and law enforcement (including judicial) practice in this area.
III. Dissemination of modern, adequate and reliable scientific knowledge on the subject of scientific activities of the Center (both in society as a whole and in professional communities related to the solution of management and self-government issues).
To perform these tasks, the Center, in particular, organizes and implements:
Conducting international, national and interregional conferences, seminars, round tables and other scientific events.
Preparation of concepts and drafts of legal acts, as well as conducting legal expertise of these and other types of legal documents.
Scientific and applied legal advice.
Legal education and professional development activities.
In carrying out the tasks and functions assigned to it, the Center is authorized to carry out active interaction with Federal legislative, executive and judicial authorities, state authorities of the Moscow region and other subjects of the Russian Federation, other state bodies, local self-government bodies, as well as Russian and foreign scientific, educational and other organizations.
